PD OBO Electrical Engineer


BASIC FUNTION:

The Electrical Engineer will supervise construction of the New Office Building in Guayaquil, Ecuador as directed by the OBO Project Director.  The Engineer shall be capable of working independently and shall provide professional engineering services in the planning, designing, building and operational aspects of building construction. 

MAJOR DUTIES AND RESPONSIBILITIES                                  % OF TIME

The services will include, but not limited to, the following:

1. Develop a detailed working knowledge of the technical requirements within the assigned specialty of the construction contract documents.         

2. Assist in the development and management of the Project Director’s quality assurance plan. 

3. Perform inspections for quality assurance of the contractor’s quality control program to ensure construction quality and contract compliance.

4. Review contract submittals and proposed substitutions and advise as to their acceptability.

5. Identify engineering problems involving both design and construction issues and formulate solutions and recommendations for their resolution.                                                                                                                                                  

6. Review and evaluate contractor design calculations, prepare responses to contractor’s request for information, review request for equitable adjustments and prepare current working estimates.

7. Prepare draft scopes of work for modifications and change orders to the construction contract.

8. Assist in the review of monthly pay estimates. 

9. Provide timely notification of potential schedule slippage and recommend corrective actions. 

10. Inform the Project Direct (PD) of any occurrence whereby the Government may be found liable for possible claim action by the contractor. 

11. Prepare entries for the project daily log and reports. 

12. Assist the Project Director in assuring that the project site remains an accident and drug free workplace.

13. Assure that the contractor is maintaining correct as-built documentation.

14. Assure that materials are stored in acceptable condition and controlled properly.

15. Utilize computerized management information systems in the performance of services, as required.

16. Perform other duties in the field of electrical engineering as may be assigned by the Contracting Officer Representative (COR)/ Project Director (PD)

17. The Electrical Engineer shall be directly responsible to the OBO Project Director in the performance of his/her duties under this contract.  Services shall generally consist of eight (8) hours a day, 40 hours a week on Monday through Friday or as otherwise directed. 


QUALIFICATIONS REQUIRED:

A. Education:  University degree in Electrical Engineering is required.

B. Prior Work Experience: Seven years minimum in work related to building construction is required.

C. Post Entry Training:  N/A

D. Language Proficiency: Level III (good working knowledge) written/spoken English and level IV (Fluent) written/spoken Spanish are required.

E. Job Knowledge: Must have good working knowledge of building design and construction as it pertains to electrical engineering.

F. Skills and Abilities:  Must have working knowledge of good practices related to methods and procedures of construction.  Must be familiar with codes and regulations that pertain to project/contract.  Good organizational and computer skills are required.


POSITION ELEMENTS:

A. Supervision Received: Supervised by OBO Project Director or designee.

B. Supervision Exercised:  N/A

C. Available Guidelines: OBO Office Guidelines.

D. Exercise Judgment: Expected to use professional knowledge and know how to perform work required in a timely manner for the benefit of the project.

E. Authority to Make Commitments:  None

Nature, Level and Purpose of Contacts:  Contractor personnel as pertains to project construction activity.  Local Government/Municipal authorities as directed by the Project Director.

F. Time Expected to Reach Full Performance Level: Two Months.
